TL;DR -my best attempt (IANAL) it's very involved and has a lot of important points that I'll try not to miss

-WV legistlature passed West Virginia Domestic Violence Act (WVDVA - code 48-26-101, 46-26-202), which the court refers to several times as being deliberately and carefully written to be gender neutral.

-Said act creates and defines the "Family Protection Services Board" (FPSB), which decides who gets licensed as a "family protection program" and also dictates where 95% of all funding for shelters and programs goes to.

-FPSB has decided that only programs that are members of the "Western Coalition Against Domestic Violence" - (a private trade group which is funded in part by dues paid to it from shelters that have received money from the FPSB) can be certified as "family protection programs"

-Mysandrists at FPSB have also adopted a rule that states no one can be certified without 30 hours of training including the understanding that domestic violence is deeply rooted in historical attitudes towards women and is intergenerational

-WVDVA allows for domestic violence perpetrator programs to provide education, etc. for perpetrators of DV.

-FPSB reads this through their colored lenses and decides perpetrators are "batterers" and the program exists with the fundamental premise that only men can be batterers and that therefore only men are candidates for the perpetrator program.

The wonderful Judge Stucky lays the smack down on and says FPSB is full of shit and to cut that shit out. He also shoves the defense's claim that plaintiffs don't have standing up their ass by saying their offenses are grievous enough that they have a "chilling effect" on the rights of everyone in the state.
