There is a statistical fraud being perpetrated everywhere you see "women-and-children" comprising a large percentage of victims; Women are a distinct demographic than children, and male children are distinct from female children, often in their rates and means of victimization, and in the remedies to the problem.

To illustrate, consider the following scenario: a given injustice (or health problem, if you prefer) inflicts damage on a population somewhat equally. Let's call it "slarfing." Picture what you will, but "slarfing" is bad. It's bad for men and for women, for boys and for girls. It's just bad.

And in a given population (let's say 1.2 million people, evenly distributed by gender and adult / child ratio) slarfing inflicts damage on 25% of each population, thus, of:

300,000 adult females

300,000 adult males

300,000 child males

300,000 child females

we can assume

75,000 adult females

75,000 adult males

75,000 child males

75,000 child females

are injured by the horrible catastrophe of slarfing.

Now, the Press gets wind of this, and states that 75% of slarfing victims "are women and children." Evening News highlights the problem, Congress people get calls and letters, and emergency bills are passed to curb the problem of slarfing, but only provide assistance for women and children who are victims. Men aren't mentioned because "Men are only the victims 25% of the time."

In 2008, 53 percent of the electorate was female and Obama carried that group 56 percent to 44 percent over Arizona Sen. John McCain. That is a significant improvement from Sen. John Kerry's (D-Mass.) performance in 2004 when women made up 54 percent of the electorate and the Democrat won them by only three points.

Obama and his team know that if he can maintain his 2008 margin among women in his reelection race in three years time, he will be sitting pretty. Expect then more symbolic moves like the establishment of the Council to demonstrate Obama's commitment to women and women's issues.
