I mean, it is pretty creepy to take pictures of random people in public. No matter who it is. I'd be pissed if randos were taking pictures of me in public.

It is creepy when you take pictures of people in public. It’s not illegal, but it’s still creepy. It’s different if you take a picture of something else that happens to include a person in public in it, like in the background (something that many feminists and friends like to get super upset about), but if you go up to somebody and take their picture, their understandably going to get creeped out

It's illegal in many countries, and even in circumstances when it's legal it's still creepy.
