Well it cannot be the UK. I am doubtful this is a policy. It would not make sense.

I have never heard of a ladies first policy in court.

In my jurisdiction, matters proceed in the order that they are listed (which is typically determined by the order that the applications were filed).

Judges do often stray from the list, and allow brief matters to go first. They will also usually let matters go first if they have lawyers on both sides, as these matters are costing someone more money, and tend to be resolved quicker because it is assumed lawyers are better prepared.

I have never, ever, heard of a ladies first policy.
