She was given an eight-month jail sentence, suspended for two years, and ordered to pay £500 compensation to the woman she falsely named as the driver.

Sentencing, Judge Simon Carr said that Lewis had "attempted to frame somebody entirely innocent", adding: "You then attempted to lie your way out of it."

8 months suspended for 2 years for framing someone else sounds reasonable. However, trying to lie her way out of what she'd done, should have made her serve that sentence.

How do you "nominate" someone else? Is this some sort of British law thing?

The answer is a little technical but I will try to keep it brief.

In this case Hannah Lewis was caught speeding by a speed camera instead of being stopped by police. This means the police had evidence that her car had been speeding but did not know who had been driving the car at the time.

In these cases the registered keeper of the vehicle (usually but not necessarily the owner) is sent a letter notifying them that the vehicle was caught speeding and are asked to 'nominate' who they believe was driving the vehicle at the time (they can nominate themselves).

To get round the obvious issue of why the keeper would give the police this information, the offence for not nominating the driver is more severe than the driving offence itself. While it is possible to say you don't know who was driving, in most cases the prosecution will be able to argue that it is reasonable for you to have known (example). Obviously if the vehicle was stolen you can then reasonably say you don't know.

In this case Hannah Lewis would have been the registered keeper and clearly she lied when asked to identify the driver, by giving the name of a completely innocent person. This is much more serious than the original offence itself or even refusing to nominate the driver.

To put things in context, 12 mph over the limit is a minor offence, she would normally have gotten 3 points on her licence for the offence and a small fine (over £100 but probably not that much over, definitely under £1000). You are disqualified from driving if you build up 12 points or more over 3 years, so 3 points is not that much of an issue unless you already have 9 or more points.

In my opinion she is quite lucky to have her sentence suspended, don't think this really counts as PPD.

TL;DR - Yes, it is a British law thing.
