He was 13 and as such the UK CPS don't prosecute as the legal position is as 13 yr old can give consent, even if the age of consent is 16.
Did this boy give consent - or was he not taught that consent applies to male and females?
The number of perps seems high, though not improbable - so I take it that the BBC has done due diligence and verified the story.
Would authorities - social care, school, police get it wrong? YES - as a G.A.Y. man who has had to deal with abuse victims over 30 years there is real fear and unwillingness to tackle G.A.Y. abuse cases for fear of being labelled Homophobic. In this the G.A.Y. community are responsible for not policing abuse. I'm tired of acting as Good Cop.
It is telling that the character reports that anyone trying to stop him was seen by his as being antigay and trying to stop him being G.A.Y. - this is where specialist who Are G.A.Y. re invaluable due to their own insight to growing up and the emotions of being G.A.Y. in a hetty world. But, authorities fear the Stereotype Tropes and so insist that everyone is equal and fail to utilise real world experience that experts have to protect those who are vulnerable for many reasons - especially socialisation.
