A lot of the evidence in favour of giving aid money to women preferentially has come from international aid efforts into highly stressed regions, and because there's a pretty big gap between 'men operating under the orders of local warlords who rob the UN and take the stuff' and 'women who accept the UN's contribution and take it back to their families', they've come to the conclusion that it's always better to give the money to women.

I haven't once had this discussion about a westernized country or economy and ordinary domestic program funding, where that gap in foreign aid handling in war zones or disaster zones doesn't get brought up as an example of why westernized women should get that domestic money.
