Some wives simply want to stay at home with the children while the husband works but can't because of financial constraint. So, I think the government should subsidize them. I'd even go as far to say that the stay-at-home wife should be paid regardless if she has kids or not. A simple payment per month for women who choose to stay at home and take care of the house and kid because it is unpaid labor that should be justly compensated.

This is what I'd do:

Child Cash benefits & Wages for Wives

The Child Cash benefit should be around 500 per month until the age of 18 for a kid.

The wage for a stay-at-home wife would be 2000 per month until the Social Security age.

If their is a divorce then the women could get a regular job. Although, if the women hasn't participated in the workforce for a long time after a long marriage and a divorce then it will be difficult for her to find work. My solution to that is a Federal Job Guarantee that would be federally funded and locally administered. Although the FJG would be available for all people as well.

Some more thoughts:

Have the Social Security Administration handle the payments. Very wealthy families who receive the money will have it taxed away every year.

I'm sure some women would drop off the workforce but I don't see that as a bad thing. Either way these programs would be voluntary and women can work regularly if their married or not.

Also a women can choose to opt out of the program and come back only three times in order to avoid abuse of the Wages for Wives program...

Example: A women stays at home as a wife but decides she'd rather work but once working she changes her mind again and wants to be at home then she can come back to the program. Then if for some reason she divorces and remarries then she can get the program again.

The Federal Job Guarantee should have a right to a union as well in order to bring up the wage from time to time.

Also to offset inflation get rid of EITC, SNAP, TANF.

Summary: Simple payments, no cumbersome tax codes and less bureaucracy(with the exception of the FJG) like I said all this is voluntary of course since many women will work which is great as well.
