I believe it, for sure.

Saw something in (state) where the DCS was using psychologist to transport children in their custody to and from their appointments and paying them at the psychologists' hourly rate. They were billing something like 4-6 hours for 1 hour of actual work as a psychologist. The state's DCS employees were "complicit" as they figured if they didn't pay out the ass for these crooks the kids would be left without services --- Come to find out services continued just fine after nipping that in the bud.
