Edit for my reason. You not only try to ruin someone's life with false allegations you are also blocking the system with fake crimes, costing the taxpayer and probably everyone involved emotional and financial distress.

It should be it's own thing in the criminal code, with multiple levels corresponding to the severity of the crime being falsely reported.

We should also gather data on false allegations instead of just dissmissing the cases when we know it's fake.

The backlash against the hysterical strawman "believe all women" started as soon as "believe women" campaign hit the news, which most recently was when Weinstein was accused and a flood of other public accusations of public figures were made. The NY Times has a list of about 200 I think. About one in a million US males.

Before then I don't know if there was a backlash against the #MeToo campaign started a few years earlier, since the MeToo posts did not accuse anybody. (With a well known exception where a journalist worked out and de-anonymised the man involved).

Post-Weinstein there was a backlash against #MeToo from the sort of men who didn't know about the original campaign and are not interested in raped women except insofar as it leads to men being accused, truly falsely or indeterminately. For that matter they are not interested in raped men either, except insofar as they were raped by women and can be used for eQuAliTy arguments.

Maybe ten years ago there was a backlash against the UK "believe women" policy within the police. I don't recall, maybe it was called "believe victims of sexual assault". It was introduced in response to post-mortem revelations that Jimmy Saville had been sexually abusing children on an industrial scale throughout his career and got away with it despite having been accused a number of times.

Anyway the policy hit an iceberg because it did not make allowance for the much higher rate and destructiveness of false accusations that occurs after publicising historical accusations against major celebrities or organisations. Opportunists, attention seekers and delusional types spring up in force after a celebrity is publicly accused of ancient misdeeds, and it can be impossible to discredit them. Soon after introduction the policy was tested against some major historical cases and a trainwreck ensued.

I imagine there were backlashes against all previous "believe women" campaigns dating back to at least the 1970s, to the extent that those campaigns came to the attention of the news media. If you are keen you could do a US media search on 1975 and 76 when the hard and soft cover editions of Against Our Will were released, it made quite a splash.

I imagine you are thinking specifically about feminists accepting not all women are truthful, as if there had previously been a duty to believe all women. There wasn't, but there is a little truth to that in some quarters.

It it did not start with Biden. Remember when Asia Argento was accused by Jimmy Bennett? He was 17 I think, anyway under age in the state they had sex in. He then blackmailed her, and went public after Anthony Bourdain died and his payments stopped. Rose McGowan wrote about feeling conflicted and realising her policy of believing women needed to change since it was Jimmy Bennett who was more in need of belief. I was surprised to see she had been following a policy so unsophisticated that it needed to change to accommodate that situation. That is the closest I can think of to a genuine example of something like a "backlash against believe all women".
