She passed all the tests better than any random driver from that street.

There was no legal basis to arrest her at all, the cop was grappling at straws to find an excuse to get back at her for being condescending. But since when is illegal to have a condescending tone? "Totality of circumstances" — lmao, he couldn't name one concrete thing that she failed.

This arrest was clearly revenge-motivated and abuse of power to console his belittled ego in front of his colleagues. No wonder the charges were dropped.
