Department of Veterans Affairs’ new ‘smoke-free’ policy doesn’t apply to employees. This creates a disparate impact on the mostly men population of veterans who receive healthcare from the VA, as opposed to the mostly women population of employees who also receive healthcare from the VA. This appears to violate the civil rights of veterans and men to nondiscrimination in federally funded heatlhcare in violation of the Affordable Care Act.
