PREA was made into law in 2003 supported by both houses and signed into law by President Bush. It was initially pushed by evil republicans, and went through quite quickly for a bill, which some found shocking.
The goal is to eliminate and have a zero tolerance policy about sexual assaults in prisons, which is loosely defined to be almost every form of incarceration, including local county lockups, small jails, and especially juvenile holding facilities where young people are 5x more likely to experience sexual assault.
The reason I mention this is in case you’re ever arrested for anything.
One of the pervasive fears and propaganda being pushed is that jails are just filled with constant non-stop rape because men are animals.
Now I’m a “bad boy”, which means not only did I get lots of naughty romance with girls, but I get arrested regularly.
I get handed the PREA pamphlet when arrested and it’s posed on jail pod walls explaining your rights, which is generally that you can voice concerns, escalate, be moved to a different secure area, etc., with the goal to “eliminate” the threats you feel you’re having.
Now I’m going to tell you my personal observations. I never once observed any form of rape or sexual assault. Sure there were fights now and then, say the nazis going all American History X now and then, or maybe some weak social issues that lead to fights, but that’s the about it. Not even much about race which is what I assumed would be most non-gang violence.
Mind you, I don’t spend time in hardcore Supermax prisons or with lifers who have mithing to lose. I do my time quietly and move on.
The only male on male activities appear to be between consenting adults from my observations.
The reason I mention it is that for the most part getting arrested isn’t that big a deal. You’re not just going to be abused when you walk into your new pod/barracks style jail and be attacked and get the fun experience. Sure the first time can be “scary”, especially if young and maybe having a sheltered middle class life.
If such a thing were to happen, you can talk to an officer and assuming you’re not a cop-killer, they’ll help you out and resolve the situation.
