Every council in nations are filled with people that don't understand how the economy works and create plans for things that made the city worse causing the government to bail them out Detroit and birmingham in a normal economy those city would be of being a revolution or a huge strike if those was a nation

Then the people don't understand how to spend the tax money and then waste it hs2 took over 10 years and yet is not being built or the California train wasting alot but at least those city didn't spend money like birmingham London and California is way richer then birmingham

and yet they spend like them and also think that the government should help them not realising they are part of the government
