He might be going through something. Not every who smokes weed does it for the enjoyment. Some do it because they mentally want to get away from things in their current life. I used to sell weed and was a huge stoner but now it just doesn’t thrill me because I’m focused on myself. Ask him about his life, learn about what’s going on in his life. Then you can make a decision about asking him out on a date or back to your place. Who knows maybe he’s just shy but you won’t know until you find out more about him. Just don’t be forward and put him in a corner like “why don’t you come back to my place” or “what’s wrong with you”. Just be like “so what’s going in your life?” “You excited about anything this week”? Things like that will show you care about him and are genuinely interested in him rather than just take him back to your place.
