How do I talk to a girl who is moving soon and has shown interest in me (staring at me for long periods of time) but is suddenly mad at me perhaps from not making a move?

Staring at me, doing full 180 turns to look at me. I have only talked to her once but never made a move. She is moving in 3 months. Last time i waved at her she seem quite mad and upset.
