Sounds like his feelings are developing for you and the things that he is saying is to feel you out and see how you feel about it. If you want to keep him as a fwb only just keep reassuring him that you are only interested in a sexual relationship with him.

Honestly he just sounds like an asshole. Who is he to say your relationship with your roommate is weird? He likely has some untreated issues (bipolar, etc.) which explains the inconsistency. You can't make sense of a person or situation which makes no sense to begin with.
