looks like she's interested, she wouldn't touch you like that otherwise. Of course, there's always the possibility that she doesn't see you as a man at all and touches you like she would a girl friend, but that's unlikely

Try to gradually drop hints that you like her, without saying "I like you" of course and without being too heavy. Compliment her while making eye contact, stuff like that, and see how she reacts

Just like what you said - suggest some activities to do with her :) It could be a friendly hug, it could be something more. Be chill and just go with the flow. Let the feelings flow naturally.
