How to meet more people in a commuter College with a not too active social scene?

It's great that you're even asking these questions! Most people are happy with sitting on the couch and letting life pass them by.

Does your school have any events or workshops? Usually even commuter schools have clubs and events where you can show up and meet new people.

Also, a great place to start is the local coffee shop or bookstore. Show up and be pleasant often enough to build a rapport with the staff. Try to make a habit of frequenting the same spots so you feel comfortable there. Then practice talking to other patrons.

Another huge thing is to fill up your calendar. Find events nearby and make sure you have stuff that you're gonna go - so you can talk about it with new friends you meet. Meetup.com is helpful for this.

I do have friends, but we don't hang out often due to work and school. We also hang out with each other, so I don't meet their other friends.

This is fine, but meeting new people is always nice.

Also, does friends first work? Or will that lead to friend zoning?

It can work. But it never hurts to try your luck early on. ;)

I can join Greek life in the fall, and go to freshman oriented mixers. I have joined clubs and organizations, but most people I meet are men or women in relationships.

First off: Greek life..... That can be hit or miss. For every good experience out there, there are some poor ones. Generally, they tend to push rather unhelpful tropes about how male-female interactions work. And worst case, well hazing sucks.

What do I do now? I never had a relationship in my 20 years of life and am still a virgin.

You're young, cut yourself a damn break.

Also, you have some great options. What you need to do is add some variety to your social life. Get out there. And there are so many choices:

Hash runs. Trail running + beer + fit people = win
Couchsurfing meets. Hang with travelers and people who like to be around travelers.
Social partner dancing. Salsa, Tango, Lindy hop, West coast swing, etc. You really can't go wrong. Learn something fun and have an excuse to be close to a girl in a fun and non-threatening way. Also, you're going to learn how to get comfortable being in close and touching a girl and learning how to know when and how they like being touched.
