Here's a few tips with eye contact:
1. Smile. You'll be surprised how receptive people are if you hold strong eye contact and smile. 2. If you're making eye contact with a guy that doesn't break it either then give him a head nod and say something like, "What's up?"
3. If it's a girl hold strong eye contact and eventually she will look away. (Never look away first it shows weakness) This is your opportunity to check her out and possibly approach her if you're attracted to her.

When I was a freshman in Collge I would play a game with myself. I would hold eye contact with a stranger until they looked down. I would also keep track of my daily score.

Now it is important to smile when doing this. Not a huge overbearing smile but just a simple smile like you are saying hello. This little exercise helped me a lot when practicing my eye contact.

I did a lot of experimenting with this last year. An interesting phenomenon occurs when holding eye contact with women:

THEY NEVER LOOK AWAY

It's amazing. It takes them so much longer to break eye contact. The pressure is intense. I definitely noticed a direct connection b/w my emotional/mental state and my ability to hold EC. More should be written about this. I like the idea of keeping score.
