So I want to communicate sympathy, slight annoyance, and try to set something else up.

Sympathy is fine..... no problems with being honest that it sucks that she can't go.

But if you emphasize that you're annoyed..... you do run the risk of coming off like a dick: assuming that she truly can't control the reasons why she had to bow out..... she herself probably didn't realize that she'd have to cancel until the last minute either. So this being the case, acting annoyed along with everything else could likely come off as if you're saying, I don't blame you, but I DO.

If you want to set something else up, by all means..... if everything else is, as you say.... then she'll probably be up for it.

Mildly related question: Are you really sure that there's no one else up to your standards to ask?

I'm not going to tell you to move on because I have no idea what your goals are here, and really, no matter which way you're looking at this girl, what has happened is not some huge disqualification. If you're serious, it's not like she has done something egregious here. If you're not serious, scheduling a rain check date with her doesn't keep you from dating other girls.

EDIT: Asking to set something up for later would be less ambiguous and would show clear intentions. Simply ceasing contact with her without even trying to schedule a rain check date or a later time to get into contact..... Assuming that the last communication you had prior to this was her cancelling, such a cessation in contact without warning could easily come off as passive-aggressive. Which is a rather undesirable quality to foster within yourself.
