Swede here. Talking with girls is not illegal, can confirm.

While I'm here I should mention that Swedish girls sometimes appear to be more drawn-back and shy compared to girls from for example the US. It's a cultural thing, so don't get intimated about it. This is just IMO, you may think the opposite while you are here.
