Ask her to do random favors for you. Like pick up your pencil, hold something for you, pass a message on, tell you what's for lunch, ect. And always make brief eye contact with a smile while you say thanks quickly. Then go about your own business. Slowly make the request a little more time consuming for her. (It doesn't make sense but when people do favors for someone else, they convince themselves that they care for the person they are doing the favors for; why else would they go out of their way for them?) Eventually ask her to explain a concept in one of your classes (even if you understand it, this make her feel smart around you). After that try to work up to becoming study partners for a test. But keep asking her favors and try not to offer your assistance to much unless she asks.

It sounds to me like you'll need to establish a friendship first for any chance on this one. But be careful not to get stuck in the friend zone. If you manage to start hanging out as friends, make sure to make your real move (like asking on a real date) within 3 hangout, after that its friend zone.
