You need to create sexual tension. Talk to them about sex and see how comfortable they are with that topic of conversation. If a girl is comfortable, than that's a good sign.

Reminder that these girls do flirt but it’s usually nothing TOO sexual.

At some point you have to start flirting in a sexual way. Try to do it and see how they react. Just keep flirting in a sexual way and then invite them to a place where you two can be alone (make sure she knows this is the scenario). If she accepts, then, when you two are alone, you have to try to escalate into sex. If she stops you midway through, don't force it. Just accepts that not all girls are comfortable with casual sex (even if it's just oral) at that age.

Also, consider a relationship. It might actually be a nice experience. If the girl likes sex, you are gonna have sex much much more regularly in a relationship.
