Again, she was really pretty clear that the situation is still the same.

She still emotionally attached with her ex, and for whatever reason still likes the idea of a fling with you.

There's nothing complicated about this. She just want sex, and possibly is also getting revenge on her ex-boyfriend.

If you want a serious relationship, this is a terrible candidate.
If you want something casual and you don't mind that there's an ex in the mix, then play ball.

She explained to me that her ex is depressed and “needs” her, won’t let her go, is insecure etc etc, and that she doesn’t want to hurt him.

And for real, all this, is a bunch of excuses from her.

If she didn't care about him and weren't emotionally attached, then none of this shit would matter to her a damn bit.

This only reinforces the reality that she's still emotionally connected to him.

We were all over each other, play fighting, touching etc, but making out was where she set the line apparently.

It's super common for a girl in a bad relationship to seek out someone that she can used to go on little mini vacations or brief escapes from the reality of her bad relationship.

It doesn't mean that you have any significance beyond being a distraction to her. And she's been very clear that our priority is the ex.

Honestly I just want to hook up with her, not date her.

It's just up to you how complicated a thing you have patience for. And also keep a look out for manipulation. She seems to be seeking out casual stuff almost like revenge against that ex.

And as long as she's that way, she'll continue to be unreliable since she's prioritizing him over other guys like that. Which is important, not because of the emotional side, so much as it is because she'll likely flake and waste your time.

I saw her actions as wasting my time so now I’m creating distance, next time she comes over either something happens or I’m just gonna next her

I'd also recommend not seeing her more than once every 8 days or so, even if she starts to come around.

It's easy for things to get confused if one accidentally starts seeing someone too often or romantic or emotionally charged things with a casual sex partner, like holding hands or cuddling.
