i am your age as wel and no you don’t have to play stupid games and no she doesn’t want to be in control of the kiss if you don’t make a move she won’t either. it’s a weird situation for sure but it can be a lot of things. maybe she just wants you for validation or she is scared because of a other situation in her life. i self think it is because she wants you for validation because that happens a lot more. i have seen it a lot. if that is true than you should keep making a move not the same way different ways. and if she keeps rejecting you just say it just say like (what’s going on we are cuddling and stuff but you don’t want to kiss me). put her on the spot because you can see then if she is making a dumb excuse to keep you around for validation.
