I wouldn’t go for it mate. We don’t tend to like men approaching us at the gym. If you do, just expect that she might not take it too well.

My default answer is don't. Very often a girl would like to work out without being hit on. However; If she keeps showing up to where you're working out and going out of her way to stay visible to you, chances are good that she's interested. Say hi at least

I wouldn't recommend doing that at a gym. Rarely do I see women respond positively to guys approaching them at the gym I go to. I DEFINITELY wouldn't do it if she has earphones in, that's the universal sign for I don't want to be bothered for both guys and girls.
