it sounds like she’s tryna follow you and check you out on the lowkey. people like to have a view when they workout.

this doesn’t mean she wants you to rip her pants off and fuck her in the gym tho, just take it slow and try to get dinner, a coffee or a number. or even say something flirty and see how she responds

I'd recommend if she sits by you then maybe make some small talk. A better option is see if you can catch her when she is leaving and meet up with her than. Its best not to make a move when the person in question is working out as to not break their flow or training for thaf day if she rejects you.

So, go over say your way of how to say hello. Then use open ended question to start a conversation. Directing your questions about her fitness or the gym would be good since you both go there and that is already a similarity you both share. Something like: "What made brings you to the gym?" "What kind of workout plan do you do?" "You met any of the people here?" If the conversation goes well than ask her out on a date before leaving her. Snag the phone number on the way.

I would as already suggested try to start up a conversation on the way out. I myself have been waiting for this opportunity to make the conversation at the gym. It’s a difficult one one however open ended questions are useful tools. It would seem as if she’s at least wanting to be around you though I would press go.
