Of course, it depends on the culture you living in, but imho in western culture if you hug everyone else, you can hug her too. It might even come of as unfriendly, if she is the only person you don't hug. But it depends on the people and the context. You will be able to sense it in her body language whether it is okay to hug her and how tight you can hug her.

Try to get a chair next to her. Socialize with her, get to know her, have small talk. Add a little pinch of being flirty and see how she reacts. If she reacts positively add a micro dose of flirting again. And so on. Try to bring up activities, you like that have some potential for a future date with her. E.g. tell her about how you were at that one nice coffee shop around the corner with a friend of yours. If everything goes well, a situation to exchange numbers will naturally arise. You will feel it.

If the situation does not allow you to do that. (E.g. she sits far away from you, or you do not have the chance to talk to her alone.) There is the option of being more direct, but that should be done at the end of the meeting, so you two will not stuck in a potentially unpleasant situation. Just ask her out at the end of your meeting in a direct, but polite way. The situation could turn awkward, but the risk is worth it. It's only human to be interested in someone.
