It makes it easier to find multiple errors in the person you're finding fault in. Breaking one sex rule isn't as bad as breaking 5.
Also it's harder to prove any are done if you're a serious offender. Like there's tons of fines for small time littering, but if you dump a big load it's far less likely to be punished even though it is a more major offense.
So as most rules it's a way to punish ppl you want to punish and pardon ppl you want to pardon without appearing to be biased.
