Money and Power. Does having a lot of money make one powerful?

If one has a lot of money does that make that person powerful?

Examples would be Jerry Seinfeld, Bill Gates, Tom Brady, etc. Are these individuals powerful?

I thought about this topic after reading another thread where someone was comparing Bill Cosby and Bill Clinton. Someone said Bill Cosby has money but Bill Clinton has money and power. Bill Cosby has a net worth of 300 million dollars. How can he not have power with that much money?

If money doesn't equal power, how do you know who is powerful and not? What careers net one power?
