No. Communicate your opinion of her behavior with actions, not words. If she acts uninterested, reciprocate her lack of interest.

She always responds late to my text messages (sometimes even days later), and she doesn't make an effort to hang out with my after class. Actually after class, she doesn't even make eye contact with me and usually talks to someone else. However, she texted me to hang out the other day and were hanging out tomorrow.

She's showing clear lack of interest. Escalate tomorrow. If you don't do so successfully it isn't a date. If she wastes your time tomorrow don't give her any more of your time.

You can ignore contact after she makes contact confirming still ignore then make alternative plans.
