Sansa and Arya were the only HVW in the show.

Sansa was groomed since childhood by both her high born parents to be the perfect feminine high born lady whose only purpose in life was to marry a king and produce heirs. Her parents failed to tell her the reality of their world which is most high born people are horrible and will betray you. She is abused by Littlefinger, Joffrey and then Ramsey before she rallies the Vale army to her side, who are the reason they won Winterfell back. No matter the political mess she gets thrown into, she always learn from good and bad influences. She becomes extremely respected for her political mind as well as the love she has for her subjects. Sansa relies on love to rule instead of fear like Cersei or Daenerys.

Arya has suffered similar trauma and abuse, also becoming a prisoner of war for a while. She has traveled with various father figures, who she has all seen die like she watched her own father die. Her entire family dies throughout the series, her home is overtaken by several people and all she wants to so is get back to what family remains left. By the end of the show, she becomes a self-sufficient and skilled assassin who has the opportunity to marry a man she loves and become the high born lady of storm’s end. Instead, she choses to travel the undiscovered side of the world alone.

Anyone who thinks Daenerys wasn’t always going to be a villain is kidding themselves. She has been burning people alive since day one, we all knew what would happen.

I wasn’t being rude to you at all, I didn’t even say anything about Cersei. I just wrote a thesis about the show because I used to love it and found it’s treatment about the female characters interesting.

Cersei has no level up qualities. She is a medieval pick-me.

She HATES other women and uses, threatens, tortures and murders them in order to compete with the men. Yes, she is bitter because she lives in a male dominated society. However, so does Sansa (who is her mirror) and she uses her power for good. Cersei is extremely arrogant and she thinks she’s smarter than she thinks she is, which leads to her making countless political mistakes.

Worst of all, she enables her psychopathic son Joffrey to do whatever he wants to everyone in the kingdom. The two of them cause the war of the five kings, which leads to most of the conflict in the series.
