Logistics are an issue then for drinking. Movies are a terrible date idea and reserved for girlfriends.
Ask to get drinks. Set a time and place. Have 0 expectations and just try to have fun. Don't put her on a pedestal.

It's always best to ask them out and see what the response is. You get a clear, instant understanding of where you stand if you can read between the lines even a little. Getting a snapchat or number doesn't mean anything, her snaps don't mean anything (could be orbiter bait), her tit show might be because she's an attention whore (at a music festival? no way). So tell her to grab a drink with you and see what she says. If she flakes, rejects without reschedule, or says anything other than 'yes' - it's a 'no'.
