Women function in social groups. Slut shaming keeps the beta females in check. Give out sex too often, get slut shamed. Get more attention than the alpha female (often the most attractive female in the group) get rumors started about you. These are within women groups.

Within mixed sex groups, negging can be used by PUA's. Some natural alpha guys will also use a variation of it. Basically by not putting the female on a pedestal men can sleep with them easily, especially ones that are insecure. IMO men don't slut shame, or I haven't seen it. Most women can spot a PUA a mile away. Playful teasing can work, that is how most natural charismatic, or alpha males will work.
