I don't want to watch the video, based on what you're saying, because I don't want my daughter to be exposed to and possibly influenced by words like that. So, what follows assumes that you're being accurate about it.

I think the woman in that video has severe anxiety issues and PTSD, if not a personality disorder or plain old desperation for Internet attention. No, you do not need another person's consent to speak. Your mouth, your voice. It doesn't belong to her, and she has no authority over it. So, speak up whenever you want to.

If we limited ourselves based upon every irrational fear some stranger has, none of us would ever get out of bed. We'd all just stay there until we starve to death, and then we'd be extinct. Be cautious if you get a vibe that someone you speak to may flip out, of course, but don't give other people authority to dictate your every word and move. You don't owe that to anybody.

Just saying hi is not sexual harassment. Offering or requesting sex when you've already been rejected or the rules of your environment forbid it are sexual harassment. Having a penis in and of itself doesn't color everything you do as guilty. Anybody who just assumes that everybody of the opposite sex who speaks to them wants sex from them, needs a reality check, therapy, and possibly, medications. That's indicative of some pretty severe issues.
