You cannot learn it. You either speak it already, or you don't.
The people who already talk in that way didn't learn it. People who cannot talk in that way can only grasp it from seeing people who talk it. But you see, for those who speak it, it comes from whithin, they don't have to search for external resources.
And, by the way, it is called "power" talk because it involves real power. If you know what that is, you don't need to talk about it. If you don't, you will think you know it.
