Or is it a matter of SMV, confidence, & game?

I’m fairly attractive myself but fall in the short category but I still get IOIs when I go out. I lift regularly so I’ll have a couple women stare at my physique and at most just stare if I’m looking at another direction.

But from what I’ve seen, when a tall man walks in every woman turns their head immediately and give them an up & down look like men do when we see a busty girl barely wearing anything.

You can definitely tell women are taken aback when a tall guy walks in the room regardless if he’s ugly or not.

So is it hopeless for us shorter guys to even cold approach if women don’t even view us like that. Or is it just a matter of who actually has the balls and game to take the woman home?
