Okay.

Let's take your example:

If the butcher lets say borrows from the bank to open a chain of butcheries, his productivity increases simultaneously to his appeal to the customers need for meat.

So, let's imagine they are sitting at a table, what could the butcher say beyond "muh, I give you money back"?

"The next of my butcheries will be rather close to here so you can have the finest meat any time." You appeal to his desire that a thing he likes is easier available to him.
"I am the leader of the butcher guild (and therefore helping me spreads the word around this specific group)" You appeal to him by saying you will use your network to help him out.
"As you are a fan of fine meat and I have <certification, price or something that says you are awesome>, ..." You appeal to him by saying that you spread the idea / thing / hobby that he likes further which means you increase the influence of something he personally is (emotionally) invested in.
"I am the leader of the butcher guild, if you give me a good deal I help the other butchers (who already want to work with him) with their files so that you have less to do." You appeal to him by saying that helping you will decrease his workload.
"If you help me most people in the village will love you for it!" It appeals to him by saying that it will increase his prestige. Often that is a rather weak take with a few exceptions like 1) You both live in everybody-knows-everybody area and therefore having good prestige is important for business. 2) For whatever reasons he wants a good standing with the group you are part of for example as potential voters, his son/nephew/daughter wants to work in the sector, etc.
"You already gave other people such a deal, not giving me something in the same vein looks bad." Sort of the 'negative' version of the one above

More in general:

You appeal to him by saying that helping you will decrease his workload.
Can work very well in Corporateland when used with their bureaucracy. "I'm currently on the way to the meeting with xyz-group, if you give me a short answer to <question> I can directly tell the guys what's up so they don't blast your mailbox later that day."
Appealing to him doing what he already likes or routinely does is often successfully. If she always bakes a cake on the weekend, why should she say no to bake a cake for when she comes over? If he is good at <thing> why shouldn't he teach you about it if you imply that teaching it increases his understanding even further? If he plan to do <thing> in the future and already learned a bit about it you can say that explaining it to you help his own understanding. You get the idea I assume.
Appealing to synergy effects. He is good at <thing>, you are good at <other thing>, when you meet up this week for <whatever> there is synergy so that you are both way better at <thing>. For example he is good at designing presentations, you are good at delivering presentations. You can write good frontend code, he writes good backend code. etc.pp

How is Law 13 actualized? Through increased productivity?

Idea is often hard to realize, because the person enabling you to gain productivity is often not the person that directly benefit from it so much. A bank may directly gain by turning you from "small fry" to "big fat elephant" via their cash, but I have a hard time thinking about many other examples. But it is close to 1 AM here so take this with a grain of salt and think of a few other concrete examples.
