I could help with web development, check out freecodecamp, they have a full fleged course on their website.

As for ethical hacking,I don't know much about it,but their youtube channel has a video on penetration testing,if that's what you are looking for. And most importantly engage in r/learnprogramming their you might get good resources.

Not sure on the job part as I do it for fun, but get Kali Linux on a USB Drive, install Virtualbox/Metasploitable within it, and just go crazy and learn. That's how I do it. I'm no expert, but I'd say this method works in all areas of the IT spectrum.

Just to point out an option

If you’re in the US consider looking into the military.

In the navy the rating is CTN(cryptologic technician network) sign for 6 and get the experience

I’m sorry I’m not sure on what the proper mos to ask for in the other branches. Army is 17C I THINK

Go active duty is my recommendation though so you have the experience easier. Then even if you’re not as big a fan of the alphabet soup you have the experience.
