20% of children from marriages were not fathered by the spouse (blood typing performed by the hospital, ignorant fathers not understanding the birth certificates).

The number has risen past that with the DNA testing kits parents can send in the mail. Schools have a basic class on genetics, and used these kits, at least until word got around they cause more harm than good (with students learning their father is not their biological father).
