I think she was calling dibs on a whole row of seats, which is a bit of a faux pas on public transportation. (If he wanted her bag instead of moving it, he'd have taken it and ran. If he was "creepin'" he'd have been in her space instead of out into the aisle.) The response from the other riders (lack of it) probably shows they're regulars that have to put up with this repeated game of hers.
