Perhaps the cops means 20% of reported rapes are "Proven False." Where as the rest are not pursed as false, simply dropped. There are plenty of rape claims that never make make it beyond the preliminary stage. To few people want to pursue them as false, they simply drop it and move on.

Depends what they mean by "sexual assault". Had a buddy of mine take a girl home, have sex with her, and say "bye" to her in the morning. Apparently he didn't comfort her enough and she threatened to file a "sexual assault" claim on him.
