It's quite simple. These economically poor countries haven't got the same amount of educated people as other places. And those who are intelligent pretty much reside permanently abroad since they enjoy a higher quality of life elsewhere.
When their economies go up then just as the industrial revolution kind of wiped out much of the less mentally lithe in industrialized countries the same will happen there. The thing is that many of these poorer nations bypassed certain milestones i.e. getting mobile technology before piped water, thereby stunting the average intelligence of the population.

I'm not a racist. People can only help themselves. The success of a people is directly proportional to the positive effort they put in to their lives, plus a bit of luck and circumstance.
I think of it as similar to electricity. There has to be a difference in electrical potential energy for an electric current to flow. Similarly if one nation has more determination to make the best with what they have, they will prove to be the winners.
People must help themselves.
