It has been proven on the titanic that during a crysis you must evacuate people as soon as they shows up. Sorting them takes time and create conflicts, exactly what you DONT want to do under pressure. The absurd "white knight" attitude on the titanic brought a lot of unnecessary deaths. Included some of women and children.
