Basically, if the cost is the same to hire both men and women, then everyone will just hire the gender that works more and has better skills, aka men.

Also, you're not punishing someone for being prejudiced/racist/sexist because the costs are the same under equal pay, whereas in a free market, if a woman is a better worker than a man but costs less, and the employer only hires men, then the employer is paying more for less value, thus being prejudiced costs the employer more money. Equal pay allows employers to be prejudiced for no extra cost.
