They might very well know this. The real reason policy is in place is to have a black mail power to ruin guy's life if he displeases his gf for any reason. So let's say, the guy dumps a girl - well now she can kick him out of college for 'rape'. Just a threat of this gives her power over him. It's about dominating men under a threat of legal problems. Same with divorce - a girl might not divorce the guy , but just letting her husband know that if he doesn't do as she pleases she can put him in prison and take away kids. All these domestic abuse laws are angle precisely for this reason.

Anybody who has been alive could tell you that it doesn't work in practice. Sex isn't something that is negotiated or isn't something you discuss before doing. That tends to take the mood out of it. The tension is released. Especially for women. They don't want a guy who is asking them for sex. They want a guy who she is attracted to enough to want to put herself in a situation where it just happens.
