So it sounds like despite his poor decisions he actually feels motivated to be a better father and whatever the real reason is, he's crediting his new wife... or you are.
Would a cop abuse his power to kidnap his kids? YES, he would; although I never regard a man keeping his own kids as "kidnapping". I doubt she's blocked from seeing them.
The whole situation looks like a shit-sandwich. If out of all that he does decide to try to be a better father - I see no reason to shit on him for it. Maybe it doesn't work but that's on him.
Why do you even care? How is this really good for your life to put so much thought into it?
