Totally confused by this post.
You state that you "have to go through paying 160 dollars (no refund if rejected) for the application and an interview at the US embassy in my country (EU)." Most EU Passport holders do not require a visa to visit the US for up to 90 days.
Most Citizens of EU countries who hold a National Passport from any EU country qualify for the US Visa Waiver Program.

If you are just a Legal Resident in an EU country, but not a citizen and passport holder, then you would have to apply for a US Visa like anyone from your own Country.
So if you are a Syrian National with Legal Residence in say, Sweden, then you have to do things just as if you were still in Damascus.

That cleared it up.
Unfortunately, Croatia is not one of the countries on the U.S. Visa Waiver list yet, despite it recently joining the EU.
From Wikipedia:
The European Union has been pressuring the United States to extend the Visa Waiver Program to its five remaining member countries that are not currently in it: Poland, Romania, Bulgaria, Cyprus and Croatia.[33] All of these are "road map countries" except Croatia, which only recently joined the EU. In November 2014 Bulgarian Government announced that it will not ratify the Transatlantic Trade and Investment Partnership unless the United States lifted visas for its citizens.
