The judge is barely better than the caller: responding with emotional arguments, sarcasm, complete absence of professionalism, ignoring the facts, etc.

At 1:37 she's so far into the caller's frame that she starts to agree that she doesn't know how to do her job "Correct..." and then diverts it into sarcasm.
